The Azerbaijan Government Scholarship 2025–2026, officially known as the Heydar Aliyev International Education Grant Program, is a fully funded opportunity for international students. Launched to honor National Leader Heydar Aliyev, it invites students from eligible countries to pursue bachelor’s, master’s, PhD, or preparatory courses in Azerbaijan.

Students will study in leading Azerbaijani institutions across diverse fields like agriculture, engineering, economics, international relations, business, public administration, and more. This program promotes global cooperation, cultural exchange, and builds future international leaders.

🔆 Eligibility Criteria

✅ Citizens of Azerbaijan are not eligible.
✅ Individuals whose Azerbaijani citizenship was canceled are also not eligible.
✅ For undergraduate and general medicine programs: candidates must be 35 years old or younger.
✅ For graduate and medical residency programs: candidates must be 40 years old or younger.
✅ For doctoral programs: candidates must be 45 years old or younger.
✅ Dual nationality holders can submit only one application.
✅ Only candidates nominated by respective government authorities will be considered.
✅ Applicants must be in good health.

✅ Submit all required documents to the relevant government authority in your country (e.g., Ministry or Embassy).
✅ Deadline for nomination: May 15, 2025, 6 PM (Baku Time).
✅ Only nominated candidates will proceed to online application via Study in Azerbaijan Portal.
✅ Online application period: June 1–15, 2025.
✅ Select “Heydar Aliyev – International Education Grant” as your admission channel after login.
✅ You can apply for up to 3 programs at different Azerbaijani universities.
✅ Updates regarding the application status will be available in your SIACAS portal account.
✅ Use only one nationality as per your official nomination.

✅ Copies of diplomas and academic transcripts (GPA minimum 70% or equivalent).
✅ Medical certificate (including HIV/AIDS and Hepatitis B/C test results).
